US preliminary ruling to impose punitive tariff on Chinese steel productsPublished: 28 Oct 2009 19:02:01 PSTThe US Commerce Department announced a preliminary assessment on Chinese steel products Tuesday, saying that the country will impose punitive tariffs on Chinese imported concrete steel wire strand and steel grating.According to the announcement from the US Commerce Department, the duties for concrete steel wire strand will range from 7.53 percent to 12.06 percent, and the punitive tariffs for steel grating will be 7.44 percent.The department claimed that it launched this preliminary assessment because these two products received subsidies from the Chinese government, and as a result, the exports of these two products to the US market increased in 2008.Statistics from the US Commerce Department showed that the total value of these two products exported to the country was $270 million.The US Commerce Department will give its final ruling of the two cases at the beginning of next year.According to the procedure of the US anti-subsidy investigation, the ruling from the Commerce Department will decide if subsidies existed and how much of a subsidy the products gained, while the International Trade Commission (ITC) will decide whether these subsidies cause damage to the US steel industry. If both organizations give an affirmative ruling, the US can impose anti-subsidy measures on the Chinese-made products.Impacted by the slide of the domestic economy and rising protectionism, the US government has imposed more trade punitive measures this year.
